
Unpaid fees such as court fines, unpaid utility bills and other fees are a huge source of debt for all municipalities in Mississippi. In 2019, the Mississippi Legislature passed House Bill 991, the Local Government Debt Collection Setoff Act, granting municipalities in Mississippi the authority to collect debt owed to the city or town through a third-party nonprofit member organization.
The Municipal Intercept Company (MIC) acts as that collection organization. Citizens who owe a debt to a member municipality are submitted to MIC and sent to the Mississippi Department of Revenue where their state income tax refund can be withheld to satisfy the debt owed to a city or town.
